Since 2023 Andorra has had a residence permit designed for people who work remotely, and in 2026 it has become the lightest route in the whole catalogue: the Omnibus 2 Law has raised passive residency to €1,000,000 and turned the €50,000 AFA deposit into a non-refundable payment. It requires a favourable report from the ministry of economy, 90 days of effective residence per year, and there is a quota that runs out in order of application. This guide is the process as we run it in our files, with the 2026-2027 requirements, the costs and an honest comparison with Spain’s digital nomad visa.
In short
- No investment and no AFA payment: digital nomad residency in Andorra requires neither the €1,000,000 of the passive route nor the €50,000 non-refundable payment that passive and self-employed residents pay since the Omnibus 2 Law.
- Three key pieces: a favourable report from the ministry of economy recognising your location-independent work, a signed commitment to 90 days of effective residence per year, and a home in Andorra (owned or rented).
- No CASS: you do not pay Andorran social security, but you need private health and disability insurance valid in Andorra for the whole authorisation.
- There is a quota: residences without work have 200 places in 2026 (Decree 74/2026), assigned in order of application, with priority for nationals of states with an agreement with Andorra and of the EU.
- Against Spain’s visa: there the bar is 200 % of the minimum wage (€2,442/month in 2026) and a flat 24 % tax rate up to €600,000; in Andorra, if you become a tax resident, personal income tax tops out at 10 %.

What digital nomad residency in Andorra is
It is a residence-without-work authorisation, created by Law 42/2022 on the digital economy, for people who work «without needing a specific geographic location», using telecommunications and technology. Your company or your clients are abroad, your work travels with you, and Andorra lets you live here without setting up a company or investing. The piece that holds it together is a favourable report from the ministry of economy recognising that condition.
The 2026 context matters. The Omnibus 2 Law has tightened almost every entry route, passive residency has gone from €600,000 to €1,000,000, and the €50,000 paid to the AFA is no longer a refundable deposit but a non-refundable payment, plus €12,000 for each dependant. The digital nomad permit has been left as the exception.
Requirements for digital nomad residency in Andorra in 2026-2027
- A favourable report from the ministry of economy recognising that your work does not depend on a specific location. It is the step before the Immigration file, and where the application is won or lost.
- A signed commitment to 90 days of effective residence per calendar year. It is not a decorative minimum, it is a condition of the permit.
- A home in Andorra: owned, rented or with a purchase under way.
- Sufficient financial means for the whole validity period, for you and your dependants, in the amounts set by regulation.
- Private health and disability insurance valid in Andorra for the whole authorisation.
- Criminal record certificates from your country of origin, of nationality and of residence, apostilled or legalised, plus the sworn declaration.
Residences without work have 200 places in 2026 (Decree 74/2026, with the Govern’s immigration regulations), assigned in order of application. Whoever files in January and whoever files in November are not playing the same game.
What they do not ask you for
- No €50,000 to the AFA: passive and self-employed residents pay it as a non-refundable amount since the Omnibus 2 Law, except for validated digital economy, innovation or technology projects under the regulatory criteria.
- No €1,000,000 investment in Andorran assets, nor the €400,000 of the passive route’s Housing Fund.
- No company to incorporate and no economic activity in Andorra to prove, which is the heart of the self-employed route.
- No CASS registration: you do not pay Andorran social security, your cover runs through your private insurance.
Digital nomad, self-employed or passive
| Criterion | Digital nomad | Self-employed | Passive |
|---|---|---|---|
| Minimum stay | 90 days/year | 183 days/year | 90 days/year |
| AFA payment | no | €50,000 non-refundable* | €50,000 + €12,000 per dependant, non-refundable |
| Investment | no | an Andorran company and real activity | €1,000,000 in assets (or €400,000 to the Housing Fund) |
| CASS | no, private insurance | yes, 22 % as self-employed | no, private insurance |
| Immigration fee | €224.61 | €190.96 + €5.73 | €2,500 (€500 on renewal) |
| 2026 quota | within the 200 places without work | 125 places | within the 200 places without work |
*With the digital economy and innovation exceptions set by regulation. If your plan is to work for the Andorran market or invoice from here, your route is self-employed residency, and if you live off assets or income, the passive residency. The digital nomad permit is for people who work for clients abroad and want to live here without changing their structure.
Andorra or Spain’s digital nomad visa
It is the comparison, with the official sources on both sides, the Andorran procedure and the Spanish visa, and it looks like this:
| Criterion | Andorra | Spain |
|---|---|---|
| Minimum income | sufficient means set by regulation | 200 % of the minimum wage: €2,442/month under the 2026 SMI |
| Tax on your work | personal income tax capped at 10 % if you become a tax resident | flat 24 % up to €600,000 (48 % above) |
| Consumption tax | IGI at a general 4.5 % | VAT at a general 21 % |
| Required stay | 90 days/year of effective residence | no express minimum, and over 183 days makes you a Spanish tax resident |
| Duration | 2 years + 2 + 3 (then 10) | a 1-year visa, then a residence permit |
| Work for local clients | location-independent activity, assessed by the ministry | freelancers: at most 20 % of activity for Spanish companies |
| Social security | private insurance, no CASS | registration with Spanish Social Security or RETA, or an agreement certificate |
The Andorran permit, on its own, does not make you a tax resident. How to do that move properly is in the tax residency guide.

Frequently asked questions
Can I work for Spanish clients from Andorra with this permit?
The permit is designed for location-independent activity, you work with technology for companies or clients abroad, and it is the ministry of economy that assesses your case in the prior resolution. If your real activity is for the Andorran market, the right route is self-employed residency.
Do I pay taxes in Andorra as a digital nomad?
Not automatically. With the permit’s 90 days you are not an Andorran tax resident, so you pay taxes wherever you are one.
Do I have to pay the €50,000 to the AFA?
No. That payment, non-refundable since the Omnibus 2 Law, belongs to passive and self-employed residency, with exceptions for validated digital economy projects.
Do I need CASS or is private insurance enough?
Private insurance, mandatory, covering health and disability, valid in Andorra for the whole authorisation.
How long does it take and how much does the procedure cost?
The fee is €224.61 and the decision arrives within a maximum of 2 months. The step that really sets the calendar is the prior report from the ministry of economy.
What happens if I do not meet the 90 days?
The effective-residence commitment is signed and is a condition of the permit, and breaching it compromises the renewal. If your real year will not reach 90 days in Andorra, this is not your permit.
Andorra or Spain, which suits me?
It depends on where your life is and how much your tax bill weighs. Spain requires no prior report and its visa is fast.
